巴基斯坦正式启动首个竞争性电力交易市场

联邦电力部长 Sardar Awais Ahmed Khan Leghari 宣布启动巴基斯坦首个竞争性电力交易市场，并称这是该国持续推进电力领域改革的重要里程碑。

该举措由巴基斯坦国家电力监管局（NEPRA）以竞争性市场启动日（CMOD）形式正式公布，标志着巴基斯坦电力行业从传统的单一买家模式，转向市场化、透明化的电力体系。

新机制旨在确保电力全产业链的高效运行、责任落实与公平参与。根据分阶段市场化开放计划，800兆瓦的电力需求将通过自动化竞争性拍卖，转为双边合同交易。

Leghari 部长将这一进展归功于国家电力监管局（NEPRA）、电力市场运营机构（ISMO）、中央电力采购局（CPPA-G）、私人电力基础设施委员会（PPIB）、能源部电力司及各配电公司（DISCOs）的协同努力。

政府强调，此举是其长期战略的一部分，旨在建设可靠、面向未来的电力市场，强化治理能力、提升财务可持续性并促进经济增长。

“Federal Minister for Power Sardar Awais Ahmed Khan Leghari announced the launch of Pakistan’s first competitive electricity trading market, calling it a major milestone in the country’s ongoing power sector reforms. The initiative, declared through the Competitive Market Operations Date (CMOD) by NEPRA, marks the transition from the traditional single-buyer model to a market-based, transparent electricity system.

The new framework is designed to ensure efficiency, accountability, and fair participation across the electricity value chain. Under a phased liberalization plan, 800 megawatts of electricity demand will be transferred to bilateral contracts executed via automated competitive auctions.

Minister Leghari credited the progress to the coordinated efforts of NEPRA, ISMO, CPPA-G, PPIB, the Ministry of Energy’s Power Division, and distribution companies (DISCOs). The government emphasized that this move is part of its long-term strategy to build a reliable, future-ready electricity market that strengthens governance, financial sustainability, and economic growth.”
